According to police, three of the five arrested during a sting operation Monday in the St. Paul suburb of were on-duty police officers. The officers arrested four, including one who resigned for taking a cash bribe in exchange for a traffic violation.
Police say the sting targeted a drug gang that has been supplying drugs to other organized crime groups since at least 2013. The drug supplier group was subject of a federal drug investigation in November 2014 that resulted a federal indictment, the FBI said. feds named two of the arrested on Tuesday as Jose "El Mista" Montoya, 47, and Robert "Ricky" Rocha, 53. The three-week operation is part of national "Operation Cross County," a federal investigation into Mexican drug cartels. The latest arrests come after a spike in marijuana arrests Minnesota over the past five years, according to the Minnesota Department of Public Safety. Since Sept. 1, 2015, the number of drug arrests in Minnesota has increased by 29 percent, from 5,918 to 6,732.
The numbers are even scarier when considered in the context of an overall increase in Minnesota's drug arrests. Between 2007 and 2016, the overall number of cannabis arrests increased by 56.3 percent, according to data from the state Supreme Court's Civil Rights & Liberties Bureau.
And, although there isn't a corresponding spike in overdose deaths the state, statistics from Centers for Disease Control and Prevention show that in 2013 nearly two-thirds of total heroin overdose deaths in the U.S. were consequence of using the drug. As Aug. 30, 2016, that number had increased to 67 percent, according the CDC.
On June 30, authorities arrested 25-year-old Anthony Michael Lopez. He was charged with attempted first-degree murder after allegedly shooting a neighbor Tuesday morning in St. Paul. Lopez and a co-defendant allegedly shot man in the leg Monday afternoon on city's West Side.
Authorities say Lopez attempted to shoot two more people early Tuesday afternoon in the 1400 block of Lyndale Avenue North in St. Paul, then allegedly forced the three victims into home and shot them in the head before taking off, St. Paul police said.
